FY 2024 PBB Approved: DepEd Is Covered, but Eligibility and Payment Still Require Validation
The government has authorized the grant of the Fiscal Year 2024 Performance-Based Bonus, or PBB. The Department of Education, including schools and learning centers, is included in the official list of participating agencies. This does not yet mean, however, that DepEd has received its final eligibility assessment or that payment to all personnel is already guaranteed.
What Has Actually Been Approved?
The Office of the President approved the recommendation of the Executive Order No. 61 Technical Working Group to grant the FY 2024 PBB. Following that approval, the Technical Working Group issued:
- EO No. 61 TWG Resolution No. 2026-1, approved on July 2, 2026, authorizing the FY 2024 PBB to proceed; and
- EO No. 61 TWG Memorandum Circular No. 2026-1, dated July 3, 2026, prescribing the eligibility, validation, and payment guidelines.
Is DepEd Included in the FY 2024 PBB?
Yes. Annex 1 of Memorandum Circular No. 2026-1 expressly includes the Department of Education in the master list of departments and agencies enrolled in the FY 2024 PBB cycle.
The listed DepEd offices and units include:
- Office of the Secretary;
- bureaus and services;
- regional offices;
- schools division offices;
- schools and learning centers;
- National Educators Academy of the Philippines;
- Teacher Education Council Secretariat; and
- Early Childhood Development Council.
DepEd’s appearance in the master list confirms that it participates in the assessment process. It does not prove that DepEd, every school, every delivery unit, or every employee has already qualified for payment.
How Will DepEd Qualify?
An agency must obtain an overall score of at least 70 points out of 100. Its accomplishments are evaluated under four dimensions of accountability.
Performance Results
Achievement of applicable Congress-approved performance targets under the FY 2024 General Appropriations Act.
Process Results
Improvements in government transactions through streamlining, digitalization, standardization, or process reengineering.
Financial Results
Actual use of the agency’s available budget in delivering its committed programs and projects.
Citizen or Client Satisfaction Results
Performance in meeting public expectations and resolving concerns received through Hotline 8888 and the Contact Center ng Bayan.
An agency that receives fewer than 70 points will not qualify for the FY 2024 PBB.
Even when an agency reaches the minimum score, units or individuals primarily responsible for a rating below the required level in a particular criterion may be isolated and excluded from the bonus.
How Much Is the FY 2024 PBB?
The applicable rate is based on the agency’s validated total score. The maximum rate is equivalent to 65% of an employee’s monthly basic salary as of December 31, 2024.

Note: The rates above are the illustrations provided in the circular. When the overall score ends in .5, it will be rounded down in determining the applicable rate.
Under Item 8.2 of the circular, the PBB rate of an otherwise eligible agency will be reduced by 5% when it fails to submit all required performance reports on time.
The salary basis is the employee’s monthly basic salary on December 31, 2024. It is not based on the employee’s current salary in 2026, and it does not include allowances and other additional compensation.
Who May Qualify for the Full PBB?
An official or employee may qualify for the full PBB when the following basic requirements are satisfied:
- The employee is assigned to an eligible delivery unit of an agency that qualified for the FY 2024 PBB.
- The employee rendered at least nine months of government service during FY 2024.
- The employee obtained at least a Very Satisfactory performance rating under the applicable approved performance management system.
- The employee complied with applicable individual accountability requirements.
- The employee occupies a position funded under the Personnel Services allocation.
Eligible delivery units are granted a uniform agency PBB rate. The actual peso amount may still vary because employees have different monthly basic salaries and may be subject to proration or individual disqualification.
Can Employees With Less Than Nine Months of Service Receive PBB?
Employees who rendered at least three months but fewer than nine months of government service may qualify for a prorated PBB, provided they have at least a Very Satisfactory rating and meet the other requirements.

Valid reasons for not completing nine months may include being newly hired, retirement, resignation, maternity or paternity leave, rehabilitation leave, authorized study leave, vacation or sick leave, and other interruptions not resulting from disciplinary action.
Are Job Order and Contract-of-Service Workers Covered?
Memorandum Circular No. 2026-1 limits coverage to personnel whose compensation is funded under the Personnel Services allocation, such as employees holding regular, casual, and government contractual positions.
Job order and contract-of-service workers are therefore generally outside the coverage of the circular. A government contractual position should not be confused with a contract-of-service engagement.
Who May Be Disqualified?
Agency qualification does not automatically make every employee eligible. An individual may still be excluded for reasons stated in the circular.
- Receiving a performance rating below Very Satisfactory;
- being on vacation or sick leave, with or without pay, for the entire year;
- being found guilty of an administrative or criminal case by final judgment during FY 2024, unless the penalty is only a reprimand;
- failure to submit the required 2023 SALN;
- failure to liquidate FY 2024 cash advances within the prescribed period; or
- being identified as primarily responsible for an unmet agency criterion or accountability requirement.
The agency’s Performance Management Team, or its equivalent body, is responsible for identifying the units, heads, or individuals who should be isolated from the grant because of a performance or compliance deficiency.
Are All DepEd Schools Automatically Eligible?
No. The inclusion of schools and learning centers in Annex 1 means they are within DepEd’s organizational coverage. It does not guarantee that every school or every employee will receive the bonus.

When Will DepEd PBB 2024 Be Released?
As of July 14, 2026, no specific nationwide payment date has been officially announced for DepEd personnel.
Malacañang has said that eligible government employees are expected to receive their FY 2024 PBB within 2026. This is a general expectation and should not be interpreted as a confirmed DepEd payroll date.
DBM Circular Letter No. 2026-9 scheduled an online orientation on the FY 2024 PBB guidelines for July 16, 2026. The orientation covers the performance measures, compliance requirements, assessment process, validation process, and evaluation timeline.
A social-media post, employee group announcement, or unofficial payroll estimate should not be presented as the DepEd release date unless it is supported by an official DBM, DepEd Central Office, regional office, or schools division office issuance.
Practical Records DepEd Employees May Review
While waiting for official DepEd instructions, employees may check whether their basic personnel and accountability records are complete and accurate.
This is a practical self-check, not an official DepEd submission checklist. Employees should not submit documents unless instructed by the authorized personnel or finance office.
