DepEd Reminds Personnel: Professional Responsibilities Apply Even on Personal Social Media Accounts
The Department of Education has reminded all personnel to exercise professionalism, prudence, and sound judgment in their use of social media, particularly when online content involves learners, classroom activities, school premises, or the performance of official functions.
The memorandum does not impose a blanket prohibition on DepEd personnel using personal social media accounts. Instead, it reiterates that professional and ethical responsibilities continue to apply when personnel are online, including when they use personal accounts.
The Department of Education (DepEd), through a Memorandum dated August 11, 2026, reminded teaching, teaching-related, and nonteaching personnel of existing standards governing the responsible use of social media.
Titled “Reminder on the Responsible Use of Social Media by All DepEd Personnel,” the issuance reiterates existing DepEd policies on professionalism, learner protection, privacy, professional boundaries, and media management.
The reminder is particularly relevant when social media content involves learners, classroom activities, school activities, school premises, or matters connected with an employee's official functions.
Personal Accounts Still Carry Professional Responsibilities
DepEd emphasizes that the use of a personal social media account does not, by itself, remove the professional and ethical standards applicable to DepEd personnel.
The memorandum specifically calls attention to situations where online content:
- is connected with the performance of official functions;
- identifies or represents the account owner as DepEd personnel;
- involves learners;
- features school or classroom activities; or
- makes use of school premises.

The cited provision also states that learner PII intended only for its stated purpose should not be disclosed to another person or to a public forum, including social media, without the required consent, unless the disclosure is otherwise legally mandated or essential to the performance of legitimate school functions.
Consent should not be treated as the only consideration in deciding whether social media content involving a learner is appropriate. Personnel must still observe professional boundaries, learner protection requirements, privacy rules, professional ethics, and the standards stated in the memorandum.
Educational Purpose Must Be Distinguished From Personal Social Media Content
DepEd recognizes that discussions of current events and public matters may serve legitimate educational purposes.
However, personnel are reminded to refrain from repurposing classroom activities or learner participation as personal social media content when doing so may compromise their professional responsibilities or expose learners to unwarranted:
- public scrutiny;
- ridicule;
- harassment; or
- controversy.
The important distinction, therefore, is not simply whether a photograph, video, or activity was created inside a school. Personnel must also consider the purpose, context, manner of use, professional boundaries, and potential effect on learners.
Personal Accounts May Still Be Subject to DepEd Media Rules
The memorandum also refers to DepEd Order No. 007, s. 2026, or the Media Management Guidelines.
While those Guidelines generally do not regulate the purely personal use of social media by DepEd personnel, the memorandum explains that personal accounts may nevertheless become subject to regulation when they appear to contain official DepEd communications or adversely affect the image, reputation, or functions of DepEd, its officials, employees, or personnel.
